There is no law which prevents dogs having access to any business premises as long as there are measures in place to prevent them from accessing any food storage or preparation areas. Therefore it is basically down to the individual business owner’s personal choice whether to allow dogs in or not.
It’s slightly different for children and young persons though. There used to be such a thing as a Children’s certificate, however since the introduction of the Licensing (Scotland) Act 2005 that’s all changed. Previously for pubs which held a children’s certificate, under 14’s could enter a pub between 11am and 8pm to eat a meal if they were accompanied by an adult. Part of the Licensing (Scotland) Act 2005 intention was to encourage licensed premises to become more child-friendly and to ultimately encourage an environment where families can socialise safely together. Under the 2005 Act, the business has to outline in their “Operating Plan” whether children are permitted on the premises or not. If they are permitted, they must also state the ages of children or young persons that are permitted, the hours that they are permitted to be on the premises and which parts of the premises they are allowed. Some pubs therefore have a strict policy stating no under-18’s allowed where it can vary for others which do allow under 18’s.
